Yes you can sleep on the beaches for free.  You can stay free if you become friend of few locals and they are agreed for the same. So you have to only spend money for food that will be approximately Rs. 300 per day for decent menu. And for transportation, you can use your own bike or take bike for rent. That will cost you Rs. 300 to 400 per day. The best advice is to stay at some low budget hotel or Guest House or Lodge. That is better for safety point of view.  

For Students Group upto 10th Standard

This is an option for spent 100-200 for a night accommodation as dormitory.  Two options to reach at Goa. One is using Tourist bus. Keep this in mind that Tourist buses are giving rates on kilometer basis. And toll and parking, drivers bata, interstate permit will be extra. Check everything before book the vehicle.

Second options is to book train coaches. Visit near group booking agent manager of manor railway station minimum 120 days prior of your departure date. And fill the group booking from and submit. Still you have to take Tourist vehicle at Roaming in Goa for travel.

Using dormitory accommodation is cheapest and it will be Non ac, common toilet and dining area will be there. Some provide kitchen area. If you are using this area you have to make your own arrangement of cooking gas, and dishes, etc….All these dormitory facilities are away from the tourist locations and most of them are in remote areas. So Private Transportation is compulsory for sightseeing. And the price is only available for 35-50 members group

College Group

Service apartment is best choice for college group of minimum 8 to 10 members. So cost will be 300 to 400 AC charges per person depend upon the location. Take rent a bike so per person cost will be 150 to 200 per person because two person could be able to travel in a bike. So approximate cost will be Rs. 300 for bike and petrol, 300 for decent food, and 300 for accommodation. It will be below Rs. 1000/- Is it great? If you are bringing food and snacks to spent 2 days in Roaming in Goa. You can come to Roaming in Goa with Just Rs. 1000 rupees each person for 2 days expense. Then you can use the vehicle for your convenience. Accommodation should be an in nice place. So ask travel agents advice before book hotels. For Couple

Spending only 1 night in Roaming in Goa is not advisable for couple. So minimum 2 nights stay in a good 3 star hotel with Swimming pool and nice restaurant. And sightseeing tickets in Coaches is also available in all Major hotel and that cost will be below 1000 rupees full day with evening cruise. Good 3 star hotel will charge 3000 to 4000 per night and transfers will cost you below 3000 on both way. And sightseeing will cost you another 2000 for 2 person. Cost will be approximately 10000 to 15000 thousand for couple including Accommodation, transportation, food and sightseeing.

Industrial Visit
